When paramount sold ther rights after Jason takes Manhatten part of the deal was that they kept the right to remake it, that was always theirs.
When New Line said they were doing a remake after their Texas Chainsaw Massacre remake did so well Paramount stepped in and said "woah, you can't do that, we own the rights to do that".
There was a legal battle and New Line and Paramount came to an agreement.
Look on new merchandise like posters and figures. The words "Jason Voorhees and Friday the 13th and all related characters, names and indicia TM MMV New Line Productions, Inc all rights reserved."
That could not appear if New Line didn't own the rights to use the name Friday the 13th in their titles.
They simply decided not to.
They were perfectly, legally, able to call Jason Goes to Hell Friday the 13th part 9, but decided not to. The same with Jason X, New Line decided aginst calling it Friday the 13th part 10.
